Abstract

Violence towards women in Indonesia which is conducted whether by individual, family, society and state (itself) is a continuing phenomenon. Various concepts on this sort of case are offered by experts, seminars, discussions to give solution. Furthermore, CEDAW (Convention on the Elimination of Discrimination Against Women) has been ratified since May, 1982 by Indonesia as legal platform to eliminate the violence. On the contrary, the state involves in several violence cases(particularly in new order era)  such as the case in Aceh, East Timor, Irian Jaya and chaos  in May, 1998 of which most  women are the victims. Domestic violence is another feature of women’s condition under the banner of state ideology and religious ideology that are supported by patriarchal system. This paper points out that democratizing country and reinterpreting religious texts (which are more gender sensitive) are the alternative solutions for aforementioned problems.

Abstract

Democracy transition era which is happening in Indonesia recently, inspires wider demand of the improvement of political opportunity for all its citizens. It opens a leeway for women to posit themselves in political arena which has been legitimated and been accommodated by UUD 45. As the irony of the fact, there is a complicated interest and tight negotiation process between the dominant political ideology and the developing inspiration. In determining people's representative in the parliament in each of political parties, women are still holdding the lowest number. It indicates that there is still men’s hegemony to “conquere” the parliament. This ironical fact of political rights is not only due to the various interpretation of 30% regulation of women’s proportion but also the weaknesses of law enforcement in politics. The lowest level of law enforcement in politics  results in orientation of political feminism bias which echoes gender equality and equity. It is not easy to give meaning and interpretation to regulation texts of women’s 30% proportion in the parliament. Hence, it should be looked holistically, responsibly as well as progressively.Kata kunci : paradigma, teks, keterwakilan perempuan

Abstract

Woman’s participation in political arena  is facing marginalization. Although 30%  regulation of women’s proportion in the parlementary has been implemented in 2004 general election, woman’s representative  in political practice is still low. It just reached 11,8% from the targeted proportion (30%).For the next 2009 general election, all parties have not fulfilled the 30% proportion. The effort to reach 30% proportion of women's representative in the parliament should be implemented with the fact that women voter number is higher than men voter number. Through socialization of politics and women's representative issues, discrimination towards women's right maybe eliminated. Designing gender perspective curriculum and encouraging academicians to have gender sensitivity are importand effort too. Women are also expected to develop and to improve their capabilities  including their intelectual and personal quality  will support women's role significantly in political arena. Kata Kunci: Perempuan, keterwakilan perempuan dalam parlemen, politik praktis.

Abstract

Women’s rights are mostly experiencing pressures and obstacles from all sides (groups) which are still influenced by patriarchal culture. In fact, Islam has devoted proportional rights to women such as political right, socio-ecomic rights, educational right as well as cultural right. However, their rights are sometimes  socially overlooked for the religious reasons. On the contrary, that phenomenon is generated from the interpretation which is influenced by the interpreter’s conditional and situational background. The most indisputable issue in recent situation is the illegibility of woman being a leader that she cannot be for any political positions. Therefore, it is necessary to do structural transformation and quality and  capacity development in the same time. It is also one of effort that we need more humanistic interpretation of the Qur’an toward women.
